Embedders can currently specify a callback for OOM errors during Isolate initialization. However, there are cases where an OOM error can be thrown in a context where we don't have access to an Isolate, for example on a task posted to a worker thread. This CL introduces an initialization API to allow the embedder to specify a process-wide OOM callback.
