This makes usages less verbose, and is consistent with other existing enums. Also, we can use brace initialization to avoid boilerplate when creating a DynamicTiering value. Drive-by: Rename a 'kIncludeLiftoff' variable to 'include_liftoff' because it is not a static constant.
