%GetAndResetRuntimeCallStats(...) is changed to throw:
- if the RCS compile-time flag was not set
- if --runtime-call-stats / tracing RCS is not enabled

This avoids a few debug cycles when trying to get RCS with official
release builds that don't ship it.
