This changelist adds the logic to format, decode, sends and receive packets in
the format specified by the GDB-remote protocol
(https://sourceware.org/gdb/onlinedocs/gdb/Overview.html#Overview).

Build with: v8_enable_wasm_gdb_remote_debugging = true
Run with: --wasm-gdb-remote
