Treat all stack pointers as roots:
- Maintain a global linked-list of StackMemories
- Update StackFrameIterator to process inactive stacks
- Visit roots in all inactive stacks (including root marking and root
pointer updating).

Drive-by:
- Fix some issues uncovered by the test
- Refactor the builtin constants
