... for PC-relative builtin calls/jumps and explicitly use near_call / near_jump instructions. This is a step towards 1) removing the RelocInfo::RUNTIME_ENTRY which was temporarily used for this purpose, 2) being able to remap embedded builtins into the code range multiple times.
