This patch moves the following parsing methods to ParserBase:

- ParseStatementList
- ParseStatementListItem
- ParseStatement
- ParseSubStatement (subsumed in ParseStatement)
- ParseStatementAsUnlabeled

It also refactors the Target and TargetScope objects, used by the
parser.
