We used to recompile WasmCapiCallWrappers whenever they were needed, but never garbage-collected them, which caused a memory leak when many short-lived instances of the same module were created. This patch makes the wrappers cacheable and caches them, which avoids both repeated compilation effort and the unbounded memory growth. Drive-by cleanup: unify WasmCapiFunctionData with the other Wasm*FunctionData classes by making it inherit from WasmFunctionData.
