Previously, CodeStubAssembler::AllocateOrderedHashTable() would allocate hash tables of the (statically known) minimum capacity in- dicated by the concrete table type. This CL adds AllocateOrderedHashTableWithCapacity, which is inspired by AllocateNameDictionary. It takes a Node<IntPtrT> indicating the desired capacity.
