Temporarily disable one-shot optimization for
debug-evaluate-no-side-effect-builtins-2 to fix the gc stress test.
This issue will be fixed in the future CL
(https://chromium-review.googlesource.com/c/v8/v8/+/1196725)
that adds new bytecodes for loads and stores and one-shot optimizations
will be enabled again.
