Implement ALL in NumberFormat v3 except:
* Add PluralRules.prototype.selectRange
* Add NumberFormat.prototype.formatRange(ToParts)?
(which will be reviewed in later CLs)
* Change NumberFormat.prototpe.resolvedOptions
