This is a first step towards constraining down the heap interface to just the heap.h file. Note that many includes still leak through that file to the global "src" directory, but there now is a single place controlling which declarations leak that way. Especially inclusion of inline header files within "heap" has been limited drastically. This just delegates to SharedFunctionInfo::optimization_disabled and was primarily used for assertions. The flag restricts hydrogen.cfg output to functions passing the filter, similar to what --hydrogen-filter does for optimization in general. This is useful for investigating large repro cases where tracing all functions would lead to an impractically large hydrogen.cfg file, but restricting optimization using --hydrogen-filter is undesirable (e.g. because it might cause the issue to no longer reproduce).
