For jitless mode, we must be able to switch between the native regexp engine and interpreted regexps at runtime since --jitless is itself a runtime flag. This CL unconditionally compiles in the regexp interpreter in all builds. It can be toggled through the --regexp-interpret-all flag. Instead of listing all the different combinations of arguments (which is one more now, temporarily), just forward all arguments down via MacroAssembler and TurboAssembler to TurboAssemblerBase. Interestingly, this requires more specific types sometimes (int instead of size_t), since further down the forwarding chain, the compiler does not recognize any more that the value is a constant, and emits a warning about a possibly truncating implicit conversion. The used mechanisms (LookupConstant and LookupExternalReference) are identical to what we already use in CSA. Almost all builtins are now isolate-independent in both release and debug modes. snapshot_blob.bin is roughly 670K smaller in embedded builds vs. non-embedded builds, while libv8.so is roughly 280K larger. This tries to remove includes of "-inl.h" headers from normal ".h" headers, thereby reducing the chance of any cyclic dependencies and decreasing the average size of our compilation units. Note that this change still leaves 7 violations of that rule in the code. However there now is the "tools/check-inline-includes.sh" tool detecting such violations. Access to an ExternalReference in non-serializable code will try to use an offset relative to the root-array register. Since the root-array is in the Heap object, and the Heap object is in the Isolate object, there's a good chance that any external data field is within a 32-bit offset of the root array register. It falls back on the original behavior if the serializer is enabled, if the root register isn't initialized or if the offset is not representable as a 32-bit value.
