After closing a handle scope, and when allocating a new segment in a zone, treat that memory as uninitialized in MSan. This will hopefully catch more errors than handle zapping, which needs to be enabled explicitly. The "Address" type is V8's general-purpose type for manipulating memory addresses. Per the C++ spec, pointer arithmetic and pointer comparisons are undefined behavior except within the same array; since we generally don't operate within a C++ array, our general-purpose type shouldn't be a pointer type. This allows using icu data, bundled in the icudtl.dat file, to be loaded automatically from a default location side-by-side with the executable. The v8 stand-alone default is still to use statically linked ICU data, but this will be switched in a separate follow-up CL.
