[presubmit] Enable readability/namespace linter checking. · 6a769ac1

This enables linter checking for "readability/namespace" violations
during presubmit and instead marks the few known exceptions that we
allow explicitly.

the megamorphic load case in hydrogen. A simple approach is to
wrap the probe activity in a hydrogen instruction.

The instruction is novel in that it always tail-calls away.
