This CL moves a number of memory-related methods out of utils into its own header, since utils.h is included in many places that do not need these methods. ReadFile returned a Vector with ownership transfer, i.e. the client needed to call Dispose to free the memory. This CL changes the interface to return a std::string instead, which manages ownership. As it turns out, there is only one user of ReadString that sometimes calls an API function which expects to take ownership of its Vector argument. The StaticParameterTraits are broken by design, and cause way too much trouble. The compilers usually pick the wrong specialization (i.e. the default specialization is picked for Load and Phi even tho there is a specialization for MachineType), which is not only the reason why GVN is ineffective and slow, but can also lead to correctness issues in some rare cases. Also clean up some minor bugs/inconsistencies on the way.
