Allow Wasm to generate calls directly to Fast API C functions. Also fixes a problem when calling a Fast Api C function with no FastApiCallbackOptions from JS. This is a rebase of https://chromium-review.googlesource.com/c/v8/v8/+/3364356, which was a rebase of the work originally done by devsnek in: https://chromium-review.googlesource.com/c/v8/v8/+/2718666. This is a reland of b9ddcbc8 The original CL was reverted due to an MSAN issue, that is fixed by moving the signature mapping onto the Isolate (instead of having per-thread storage, which got invalid on multithreaded compilation). This CL implements the resolution of function overloads based on run-time checks of the type of arguments passed to the JS function. For the moment, the only supported overload resolution is between JSArrays and TypedArrays.
