Even though both are allowed in the style guide, it recommends to use 'using', as its syntax is more consistent with the rest of C++. This CL turns all typedefs in base code to 'using' declarations. Mostly signed integer overflows, and a few cases of double division by zero (which is defined by IEEE-754 to return Infinity (or NaN for 0/0) but is UB in C++).
