d8 treats files with the .mjs extension as modules instead of classic scripts. Thus, the `// MODULE` pragma and its corresponding logic in test runners can be removed in favor of explicitly adding the extension. It originates from the era where we used to run a separate preparse step before parsing and store the function data. Now the usage of preparser is something completely different, so this flag doesn't make sense any more. In addition, this way we get more test coverage for preparser (for small scripts). The %_Call intrinsic (if supported by the compiler) is lowered directly to the Call builtin and thus throws a TypeError if the target is not callable. The %Call runtime function also eventually calls into the Call builtin, but had an early abort if the target is not a JSReceiver, which is unnecessary and leads to various test failures for Ignition. Previously, String.prototype.normalize constructed its ICU input string as a null-terminated string. This creates a bug for strings which contain a null byte, which is allowed in ECMAScript. This patch constructs the ICU string based on its length so that the entire string is normalized.
