Previously, Date.toString() and friends were completely implementation-defined. However, they actually seemed to match each other's behavior with the exception of how years less than 1000 are formatted. The rough consensus among browsers seemed to be %04d, so this was standardized at TC39 [1]. V8 previously used %4d (it was the only one to do so); this patch adopts the new standard. After https://github.com/tc39/ecma262/pull/642, Date.UTC no longer requires the month argument to be specified. The spec provides 0 as its default value. This CL updates the builtins-date.cc code to reflect that and drops the test suppression for test262/built-ins/Date/UTC/return-value. Many websites use simple calls to String.prototype.indexOf with either a one character ASCII needle or needles bigger than the search string. This CL adds a TFJ builtin for these simple cases, giving up to factor 5 speedup. WordIsSmi, by itself, is not that descriptive, as it just ands a word with the heap object tag. With this change, the MachineGraphVerifier can check that the input to TaggedIsSmi actually has a tagged representation. This CL also introduces a few bitcast operators in the Smi* macros in the CodeStubAssembler.
