[csa][torque] Improve support for explicit 64 bit ints in CSA & Torque

This CL:

a) Adds an unsigned 64 bit type to Torque, called uint64.

b) Makes more operations on 64 bit integers from the raw machine
   assembler available in CSA and Torque.
