s390: [no-wasm][flags] Remove wasm flags

Port 05265d88

Original Commit Message:

    This removes all wasm-related flags in no-wasm builds.
    We could have made them read-only, but fully removing them actually
    forces us to consider the no-wasm case at every use site, which often
    hints at further cleanups.
