[cleanup][csa] TNodify CheckForCapacityGrow and type VARIABLEs

This CL types almost all remaining VARIABLEs. Only one remains (in
PrepareValueForWriteToTypedArray) since it depends on a variable
MachineRepresentation. Will be done in a follow-up.
