Revert "[nojit] Check that --jitless is disabled when creating wasm code"

This reverts commit 0befa6d4.

Reason for revert: Fails in lite mode: https://ci.chromium.org/p/v8/builders/luci.v8.ci/V8%20Linux%20-%20arm%20-%20sim%20-%20lite/2177
