Changes:
- Extend IsJSCompatibleSignature to include typed functions.
- Generalize WasmIsValidFuncRefValue to WasmIsValidRefValue, utilize
  DynamicTypeCheckRef. Use it in FromJS.
- Extend DynamicTypeCheckRef to eqRef type and WasmJSFunction
  references.
- Update call-ref.js test.
