This CL implements a naive tiering-up strategy where the interpreter is used for the first execution for every regex, and the compiler is used for every execution after that. The only exception is if a global replace is being executed on a regex, we eagerly tier-up to native code right away. To use the tier-up logic --regexp-tier-up needs to be set. It is currently disabled by default.
