This is a straight rename:

IsAsciiRepresentation -> IsOneByteRepresentation
IsAsciiRepresentationUnderneath -> IsOneByteRepresentationUnderneath
AllocateRawAsciiString -> AllocateRawOneByteString
AllocateStringFromAscii -> AllocateStringFromOneByte
