In general, whether an error thrown from a script will be muted is passed as (part of) ScriptOriginOptions when the script is compiled. Currently, when eval is called, that information is not given, and it uses the default options (IsSharedCrossOrigin = false, IsOpaque = false). Give it the options for the script in which eval is called.
