Some demuxers set a timecode in the format or streams metadata. The
muxers now make use of this metadata instead of a duplicated private
option.

This makes possible transparent copy of the timecode when transmuxing
and transcoding.

-timecode option for MPEG1/2 codec is also renamed to -gop_timecode. The
global ffmpeg -timecode option will set it anyway so no option change
visible for the user.

Prefix the functions/tables brktimegm, pcm_read_seek,
dv_offset_reset, voc_get_packet, codec_movaudio_tags,
codec_movvideo_tags.

After this, lavf has no global symbols without the proper prefix.

Those functions are shared between libs.

Also fix a typo in function names: smtpe → smpte.

Specifically, ff_dv_frame_profile and ff_dv_codec_profile.

The new function provides a more generic interface than av_fifo_peek()
for peeking at a FIFO buffer data.

It's more readable and less prone to breakage.

It's replaced by 'creation_time' metadata tag.
