Use CODEC_CAP_DELAY and CODEC_CAP_SMALL_LAST_FRAME to properly pad and flush
the encoder at the end of encoding. This is needed in order to have all input
samples decoded.

Deprecate avcodec_decode_audio3().
Implement audio support in avcodec_default_get_buffer().
Implement the new audio decoder API in all audio decoders.

filename by stripping the leading "lib", converting '/' and '.'  to
'_' and uppercasing the resulting name. Guard names in the root
