RTPDynamicProtocolHandler for speex is added. Initial support for
speex depacketization from RTP stream comes with it.
Currently, only codec audio rate can be applied based on sdp:
* Narrowband    ( 8K)
* Wideband      (16K)
* Ultrawideband (32K)
