Instead of compiling a function with baseline immediately when the interrupt budget is hit, we compile functions in batches to save some memory protection flips on code pages. This CL introduces batch compilation behind --baseline-batch-compilation (enabled on future) and adds a flag --baseline-batch-compilation-threshold to control the size of batches.
