With the recent removal of the --wasm-shared-code flag, it became effectively impossible to turn off this flag. Hence its functionality became mandatory and the ability to turn off sharing of {WasmEngine} process-wide has to be removed as well. This brings our constants back in line with the changed spec text. We already use kExprTableGet and kExprTableSet, but for locals and globals we still use the old wording. This renaming is mostly mechanical. PS1 was created using: ag -l 'kExpr(Get|Set|Tee)Local' src test | \ xargs -L1 sed -E 's/kExpr(Get|Set|Tee)Local\b/kExprLocal\1/g' -i PS2 contains manual fixes. We noticed that almost every call site were loading both files, the split isn't necessary anymore. In some message tests, removed the absolute line number to allow future changes. Previously we only supported strings and not filenames. This changes the default to filename and adds a new `type: string` which can be passed `options` to allow for strings to be passed in test code. This flag allows to share a single WasmEngine among all Isolates within the same process. It will ultimately allow to share the WasmCode objects associated with modules that are transferred via structured cloning. Supporting postMessage from WebAssembly.Module requires implementing some logic in the ValueSerializer and ValueDeserializer delegates. This change implements some simple logic for d8. This change also fixes a DCHECK that occurs when sending a shared WebAssembly.Memory object to two Workers.
