[torque] Tell Ninja about new Torque output file

This should have been included in https://crrev.com/c/v8/v8/+/1949047
but I missed it. Without the GN file declaring outputs correctly,
incremental builds are not guaranteed to work correctly. Example error
caused by this problem:
