[Intl] Upgrade RelativeTimeFormat formatToParts

1. Add Intl::NumberFieldToType to support RelativeTimeFormat
by refactoring IcuNumberFieldIdToNumberType
2. Use formatNumericToValue / formatToValue to implement formatToParts
