[owners] Remove redundant OWNERS files in test/

We have a global test/OWNERS that has "file://COMMON_OWNERS".
This CL removes redundant OWNERS files in test/ subdirectories and
removes redundant entries from OWNERS files we need to keep for
special per-file entries.
