[compiler][backend][x64] Fix gap checking for X64Push codegen

- Removes DCHECKs that will be incorrect when SIMD operands
  are intermixed.
- Reworks the code structure to break out 3 major cases:
  Immediate, MemoryOperand, and LocationOperand.
