[test] Cleanup CHECK_EQ order.

Keep the order in CHECK_EQ calls consistent as
(expected, actual).

Simplify CHECK_EQ(true, expected) to CHECK(expected) and
CHECK_EQ(false, expected) to CHECK(!expected).
