[wasm] Add CPU time metrics (reland)

This is a reland of dcdaf42f. It adds
CPU time metrics to the WasmModuleDecoded (except for streaming),
WasmModuleCompiled and WasmModuleTieredUp events. This can later be used
to provide this information as UKMs or UMAs.
