[sparkplug] Allow %CompileBaseline for fuzzing on archs that support SP

Allow %CompileBaseline on architectures that support Sparkplug
independent of runtime flags.
The deicsion based on --sparkplug runtime flag lead to spurious errors
on correctness fuzzers.
