[Cleanup] Integrate v8_nosnapshot into mksnapshot

This CL integrates the "v8_nosnapshot" source set into the "mksnapshot"
binary. The "mksnapshot" binary is the last use-site after unconditionally
enabling snapshot and embedded builtins.
