[test][sparkplug] Test Ignition -> Sparkplug OSR

- Add %BaselineOsr to manually trigger OSR to Baseline.
- Add flags to %GetOptimizationStatus to check if the topmost frame is
an Interpreter/Baseline frame.
- Add mjsunit test.
