Previously, eval caching was only disabled if the root eval body code contained a tagged template. Per discussion on https://github.com/tc39/ecma262/pull/890, this is incorrect. This change tracks if eval caching is allowed during parsing, and uses this information to decide to insert new entries into the cache, or not. This change also removes the TemplateObject feedback kind, as it's no longer needed (behaves the same as Literal feedback).
