Correct the advancement of a pointer to skip over LFE samples as intended in the loudness computation. This suggested patch is 3 of 3 for Ticket #2144 "libavfilter ebur128 loudness inaccuracy, irregular time interval, LFE interference". This suggested patch supersedes the contribution of January 15, 2013 in the thread “[PATCH] lavfi: EBU R.128 irreg time, ch weights, skip LFE” which combined multiple fixes in one batch.

We use a refresh loop which displays the frames and also does the polling for pending events in a non-blocking way. If we know the required delay until the next frame, then exactly that amount of sleeping will be done. After each handled event we check if we have to display a frame which kind of makes displaying the frame a high priority event. It is currently possible that such changes leak through from the decoder as well as a filter could generate such changes itself. This commit blocks such changed packets unless the encoder declares support.
