avformat/matroskaenc: fix Tags master on seekable output if there are tags after the last stream duration The dynamic AVIOContext would get closed pointing to the wrong position in the buffer. Decoders have previously not used AVFrame.pts, and with the upcoming deprecation of pkt_pts (in favor of pts), this would lead to an errorneous interpration of timestamps.
