Merge remote-tracking branch 'qatar/master'

* qatar/master:
  v410dec: Check for sufficient input data. Fixes crash
  fate: Add v210 codec regression tests
  mpegts: adjustable minimum PES payload
  mpegts: properly output large audio packets
  avformat: Add SMJPEG demuxer.
